Is it possible to get texture packs (for free) on ps4? Because I don't feel like spending 5 euro in the Minecraft shop for a texture package.

Not that I know of, maybe if you change the resource design in the folder directly, but the Bedrock / PS4 Edition is just a rip off.

Does the ps4 have a browser and a file explorer?

If so, you can legally download a texture pack from the Internet for free
