About 99% of all PayPal problems have one or both of these 2 causes:
PayPal account created as a minor with a fake date of birth => illegal PayPal account
For security reasons, PayPal also requires you to enter a credit card

Hi Sorry for my english but i hope you understand me haha. You need go on Paypal settings, then on the blue field at the top "payment" and then go on the first window From the top. There you can find active and inactive transaction. You need inactive your all ps network buys (at least one) and now you can add your paypal on ps. I hope i helped you And understand me haha

How I don't understand
It's because you have your PayPal linked to another account and you can only have it linked to max one account. Remove it as a payment method on the other account then try again. Worked for me!
OMG the paypal settings answer above saved me from countless hours looking this up. Go to the settings->payments->automatic payments in the Paypal website and pick every Sony one from there and make it inactive, you'll be able to add your Paypal after that!
