I don't want to do anything illegal since Fifa 16 every Fifa for PS4 and buy myself a PS5 with Fifa 22.

Unfortunately that is not possible, PS4 and PC versions are two different things.

No, you can't. Otherwise it would be an illegal download. For better or worse, you'll have to buy it new for the PC. Or you can stick with the PS4 version.
If you want the game for the PC, you have to purchase this version accordingly. There's no other way.
Not legally possible. Illegally it will be possible as soon as someone cracks the game - since the release wasn't that long ago, I don't think anyone has done it yet. When the time comes, it can be easily found on Google, but probably without online features like FUT.
So just buy one or skip one.
