Please do yourself a favor and do not take Powerline. This works as good as not at all. I also do not assume that it will be in a circuit if it is another floor.
For the LAN cable I would take at 30m s.besten a laying cable. And best CAT5e or even 6. Then there are zero problems and you have the full speed.

I can't confirm. The set of Devolo works for me over two floors from the basement to the roof better than any Wi-Fi. I was also skeptical at first, but I have to say that this is the best solution I've ever had.
Of course it is better than any W-LAN but that's not what it's all about. It's about cable vs. Powerline and there you have to be stupid or very lazy to use Powerline.
