(Except for a few percent which are relatively irrelevant, especially at Sony)
You must be at least 18 to buy a game over 18. This is how the USK sees it, which is not a recommendation for information!
At Microsoft you can also buy games as a 13 year old, but they are also age-appropriate. At Sony you are forced to either enter a wrong date of birth, which is illegal for information, or to use one of your parents' accounts. That's not the case with Microsoft.
