Yes, with increasing complexity of various games, consoles reach their limits. In particular, the CPU of the PS4 - Pro is up to about 400 Mhz higher clock still the same, as in the first version of the PS4, or the XBOX One and is therefore already been there since 6 years in use.
This makes it increasingly difficult to develop more complex games that are reasonably executable for these consoles. The guaranteed 50 to 60 FPS times are long gone on these consoles despite the best possible optimization.

As I said before, the AMD Jaguar technology is best compared to a significantly underclocked AMD Athlon II x4 (Socket AM 3) in Pro Kern & Mhz performance.
For Fortnite, at least one 3rd generation Intel Core i3 is required on the PC, a Core i5 - 3xxx is recommended.

PC games essentially require 2 - 3 main threads for the basic performance. Even here, the (the Athlon II similar) CPU of the PS4 Pro per core & Mhz already clearly had the disadvantage. To make matters worse, however, that the Intel Core i5 - 3450 then clocked about 50% higher than the CPU of your PS4 Pro.
With more than 3-4 threads, Fortnite does not scale much in performance.
Therefore possibly also in Fortnite if necessary (slight) jerkiness in rchenlastigeren scenarios. (Remember, the CPU technology of the PS4 Pro comes from 2013)
