So since your ps3 has a cfw and thus a cid change is possible, there's only one thing: Account ban.
However, since many games are no longer up to date from the PS3 to the PS4, the probability is low. However, if you have things like an already transferred account such as GTA 5 Unlock all before the transfer was purchased, then the probability would be a little higher.
Your ps4 can only be banned if the ps4 itself has a cfw, which is only a HEN today, then yes. But account bans can be got like sand by the sea. Did you do something offensive in a community: BANN! Did you say something wrong on the livestream or did you call offensive things: Ban!

No. Everything stays the same. As I said: if you modd your ps4, then the probability would be high. But since there wasn't really a lot of new content, you can't achieve much. Your trophies and your PSN picture are the only things that can actually be taken over
