1) It is impossible to determine the place of residence with the IP. You can find out the radius and the provider.
If necessary, you can run your PS4 with its own DNS server and "retrieve" all requests from there. There you can see the IP of other players in some P2P games.
2) To prevent this, you have to set up a VPN (of course not in your network) and connect to it via DNS server.
