PS4 PSN profile change cover picture?

For whatever reason, I can no longer change the cover picture on my PSN profile. So not the avatar or the profile picture, but the background profile picture, which can also be changed. Whenever I go to "Change cover picture" for the three items, it says "The process could not be completed. Please try again later." I've already tried the separate settings and restarted my PlayStation or logged in and out. It probably doesn't work on my cell phone, so I tried it too. I can't find anything about it under support. What can that be?
