Dinos in ark almost no longer respawn?

I have the world at ark survival evolved (Playstation 4): the island 2 times played through fun and spawn almost no resources or dinos anymore

Kill everything, including dodos and fish.

There's a cheat code that kills all wild dinos. Then spawn after a few minutes new.
