Make gta online custom license plate?

Added a new license plate yesterday using the Ifruit app. Everything worked. Then I tried another car, but it didn't work, so the app said "order has been placed" but in the game I didn't get a notification that I could go to LS Customs to pick it up. Why does it sometimes work and sometimes it doesn't? I play on PS4.
