100% CPU USAGE ON WINDOWS 10?

Hi. I have had the problem recently that my CPU is 100% busy. For example now, when I watch a Twitch stream in Google Chrome, the Task Manager says that Google Chrome draws 50% CPU, but overall the CPU is still 70-80% busy. However, if I add up all the processes displayed in the Task Manager, the programs do not add up to 100% CPU utilization. Lately it has often been the case that when I start up my PC it is freezed for 4-5 minutes and the CPU is 100% loaded, although nothing is open. An Intel® Core ™ i5-8400 CPU @ 2.80GHz is installed. Anyone have any idea how to fix this? Without reinstalling Windows, etc.

But that only helps for Google Chrome. Overall, my CPU is often busy even though nothing is open (like when booting up).

Then check the resource monitor to see which process is generating the CPU load.
