Epidemic Sound - What are you allowed to do?

For example, what if a third person plays my YT video with music from Epidemic Sound in e.g. His or her Twitch stream in order to react?

That person is then striked right? In this case, she doesn't have an Epidemic Sound subscription. So no licenses either.

Is that correct?

She doesn't get a strike but the video is ad-free.
