I wanted to start streaming on Twitch and currently have the above processor and a Vega 64 installed. However, I have the feeling that the Vega encoder thwarted my plans… I play on wqhd (mostly CoD) and wanted to stream on 1080p and 60fps. However, that works zero. In-game I only have one still image.
Would that work better with the 2070? Nvidia cards are far more reliable when it comes to streaming and recording. Especially when it comes to the nvenc encoder.

It will depend on which software you use to stream. For example, OBS streaming software offers support for hardware encoding for both Nvidia and AMD GPUs.
Nvidia's NVENC works more efficiently than AMD's AMF to my knowledge. But it should be possible to stream with your AMD Vega64 with acceptable quality. An internet connection with sufficient bandwidth and a stable internal network are of course always required. That means direct cable connection to the router.

Have a 50k line over cable. So it shouldn't fail there. 😁
Do you use OBS? If so, the software must be configured accordingly in order to use AMF. You can find the corresponding option in the streaming settings.
Which video codec do you use?
The 264. Most say the 265 barely or not at all works well.
