The GB ram is not dependent on the graphics card you can also have 16 GB with a 2060 as I have it.
Otherwise I can't help you, I'm not familiar with the game, but for a PC that has a 3070 inside and should otherwise have good components, I (new) estimate the price is already over 1200 euro
I don't know how the graphics card behaves in the game. In general, the 3070 performs a lot better in other games. But you can get some of the 3060 for 550-700 euro and so it seems to be perfect for it. At least I'm aware that MSFS needs a good cpu because the game is very cpu dependent. So you should definitely pay attention to it.
