Can't install Java because of white window?

I try to install Java, but as soon as I run the exe file, only a white window opens. I've already searched for it on the Internet, but I couldn't find the right answer.

Because I can't install optifine and forge for minecraft. For example, if I try to install forge anyway, a window opens for half a second and closes again.

I also tried to install mods via the Twitch app.

But only mods from version 1.7 work, with the newest version eg 1.15.2 I try to start Minecraft with the forge version but it stops immediately and a message comes up, so I have no chance to start the forge version. Is that because of Java?
