Can I display photos of people on a website or in an app?
Basically, I would say no.
But somehow there are a lot of websites or apps that do just that.
And I do not think that got the penalties, much less the respective ones have asked. An example: Reddit. Photos of people from Instagram or Twitch are uploaded there.
That depends… There can be two different rights against it, firstly the personal right of the person depicted, secondly the copyright!
The former is less difficult "powerful", there are very many exceptions in which a picture may be published without the permission of the depicted
The second is "more powerful": Without permission of the originator (= photographer) you can't use a picture anywhere, you can do it anyway it can be very expensive for you.
It does not matter if the picture shows a person or something else
