As far as I know, because there's no CoD in the Microsoft store and Steam or something like that is not on the XBox, so as far as I know you have to buy it again for the PC

Yes you have to.

What you're referring to is Microsoft's play anywhere. However, this does not apply to all games. Mostly only titles where Microsoft is a developer or puplisher. And only if you bought the games digitally.

Cod is from Blizzard Activision and they would rather like to earn more than one game. So you can't avoid a new purchase.
