Have problems installing CoD Black ops 2?

I have an Xbox one and no Xbox 360. I have Xbox Live Gold and 20 euro in my account, but I can't install CoD. Whenever I try to fix the error Can I CoD the 16 euro cost only with credit card or similar payment and currently have no more money. I've already used the Help app but no good and useful results

You can only buy 360 games through the Xbox One if you have other payment methods (Paypal, credit card) deposited. Buy the game as a CD or over an Xbox 360 if you want to pay with your balance, or deposit another payment method.
