I have an Xbox One S and am currently playing Modern Warfare, but I have some fps problems… Almost every map can only be played at 30 fps. Now consider switching to the One X. Does anyone have experience with MW on the One X? Is it constant at 60 frames?
PS: I'm not really interested in better graphics but simply that it becomes more playable

Unfortunately, you will never have over 30 FPS on consoles in such games. Not even on a One X or a PS4 Pro.
Rather sell your current Xbox, your Acc and get a PC from the money and what you wanted to get the new One X with.

But no matter because your statement is simply not true. Either your console is broken or you have a real perception problem.
CoD and the multiplayer all the more has always run with 60 frames. 60 frames are the default on all four consoles, i.e. One, PS4, PS4pro and One X. But there are also smaller frame drops on all four consoles. Here the One breaks the most, to almost 40 and the One X still holds the frame rate best.

From my own experience I can say that the One X CoD can be played absolutely smoothly.

Then give it a try in practice. I have a PS4 Pro myself and will definitely not achieve 60 FPS in BO3 and MW.

Both tell something different. For the rest, I did not mention Borderlands, let alone 60 fps, but I know that thanks to sloppy programming, this is just messy.
It was all about modern warfare and this reached 60 frames on all four consoles mentioned. No one sinks as the questioner writes on 30. Especially not on a Pro or One X, on which the 60 are kept almost constant. I don't know where you get your information from, but if you take the trouble and watch the video in my answer you should also understand that your feeling is wrong.
I watched the video. But it was important to me that I don't seem to see 60FPS on my PS4 Pro. So it looks pretty fluid for me. But it can also be, since I'm mainly a PC player and mostly play at 144hz, that I already perceive 60FPS as non-smooth. I also notice that with PC games that I can play with less than 70FPS.
Well you see. It's all a matter of perception. And sure, if you have higher frame rates on PC, you will notice it in a direct comparison. But the 60 are in any case, on all four consoles. No matter what others feel or think.
However, I doubt that you perceive it as not being fluid. Possibly slower. But in no way jerky or faltering. From a purely biological point of view, the threshold at which a human eye no longer perceives individual images is 30 fps. Hence the default of 30. Everything above is more pleasant to play but still fluid.
Many games on One X offer the option to switch. I actually prefer to play a Gears of War at 60. It feels smoother when steering and moving. But you don't see the difference. You can feel it.
It is different with Horizon 4. There I prefer to play at 30 but have the full graphics splendor. And that is also extremely fast and fluid.
