No, that doesn't work because in so-called mycelial biomes no mobs except mushroom cows can spawn

Yes, it's possible. In Mushroom Island, only mushroom cows and bats can spawn in the normal spawn cycle, but since iron golems are independent of this, they can still be spawned by villagers (raids are also possible)
And yes, as long as there's no village nearby (think it was at least 80 blocks distance between the village boundaries) an artificial village is recognized as an independent village.
