Buy an SD card reader, connect it to the PC, insert the SD card from the 3ds into the card reader, then connect it to the PC, move the images to the PC, connect the mobile phone to the PC and transfer the images to the mobile phone.
But you can also just take a picture of it. The resolution and quality of the images and screenshots on the 3ds are so poor that you don't notice any difference
The Nintendo 3DS saves the images on the SD card.
Since most cell phones only have one slot for microSD cards, you would have to connect the SD card to the cell phone with an adapter via USB OTG.
Alternatively, you can also use a computer / laptop, some of which have an SD card reader installed. If none is installed, you can also connect a reader via USB.
You can then connect the mobile phone to the PC via USB and transfer the pictures, or you can send the pictures from the PC to the mobile phone via Wi-Fi, Bluetooth, email attachment, chat program or the like.
