Pokemon home and Pokemon Bank?

I bought Pokemon home Premium to transfer my Pokemon from Pokemon Ultra sun to Pokemon sword. But the problem now is that I don't have a Pokemon Bank license. Can I still transfer pokemon? If not, Nintendo is pretty bold!

The only way to transfer your Pokémon from 3DS to Pokémon HOME is through Pokémon Bank. That will then cost you 5 euro extra. That's actually pretty bold.
