Genshin Impact is a purely online game, so the data is nowhere to be found on your console because it is with them on the server. As long as you use the same user and PSN ID, you will also play the same progress.
And no, if you have previously played on a PC or smartphone, this is not possible because the Playstation version uses the PSN ID and Sony does not support Crosssave with a miHoYo account. Start over or stay on your previous platform.

It works on my Moto, but it is not listed under the supported systems and it jerks quite a bit in between. Once I wanted to do a time mission, but then I screwed it up because the game kept hanging.
