Gas station sells used card?

I bought a psn card and it is not redeemable. An error appears as if it had been redeemed and tried it with a redeemed one

Try contacting support first. If there's confirmation that the card has been sold, please contact the petrol station ^^

I think the card has not been activated. Each such card must first be registered and activated at the cash register. A used card could not activate the petrol station at all.

So I'm assuming something went wrong during activation.
