Uplay - Can I transfer a game from Ps4 to PC?

I bought Steep for the PS4 about 1 year ago. However, I currently have a PC and am wondering if I have to buy the game (Steep) again, even though I'm logged in to the same Ubisoft account

If you bought it as a disc you have to buy it again but if you have it digitally I think you can transfer it because it is saved on your account.
