It may well be that the laser and / or the drive simply no longer works properly, they are just wearing parts, in this case you would have to replace the drive completely or get a completely new console.

Unfortunately, cleaning does not always help when they are really worn out, unfortunately that is the problem with wearing parts. At some point, unfortunately, even cleaning won't help anymore.
