Why are there no shaders on Minecraft PS4 Edition?
Because they don't come directly from the developer
So why aren't these developed directly by the developer?
Because there's no longer any need or because it is not financially worthwhile or because the idea does not appeal to you… Can have different reasons
Because not from the developer, but from third parties. In addition, the PS4 would probably no longer deliver stable frame rates if shaders were activated.
And what about the PS5 with ray tracing?

As things stand now, the Bedrock édition does not offer anything like that. I don't think Mojang will ever offer this either because it comes from third parties
So far, shaders have come from third-party providers, but that may change. RTX is also developed by Microsoft itself.
