Looks a bit familiar to me, our son also wanted a PC for school and a little gaming. For him only minecraft, fortnite and gta 5 count. Money was not that big and for 200 euro we built him one that does it all well. Our advantage, there was an older office PC that got a few upgrades and that's it.
You could just look for an older used PC, you can get discarded office PCs for less than 100 euro. RAM should have at least 8GB, better 16GB DDR3 and I would say for gta 5 an Intel core i5 4690 is enough from personal experience. Install the graphics card and possibly a 350 watt power supply if a corresponding one is not already installed. So if you buy everything used you should definitely stay below 400 euro.
As a graphics card you could use an AMD RX 570 or 580, or a Geforce GTX 1050 TI, which is a little cheaper to get. The geforce does not need an extra power connection and draws the power from the pcie slot, at least most. I think the geforce is getting new for about 150 euro.
