I have the following problem: I recently played Batman: Arkham Knight and suddenly I see vertical red black bars and the PS4 suddenly goes off. I immediately tried to turn it on, but unfortunately in vain. Just now dusted, connected to another monitor with a different HDMI cable, but the PS4 goes on audibly (fan), but then lingers in the blue flashing and then goes off.
Your PS4 hangs when booting - serious system error.
Plug in your PS4 completely from the power for at least 1 minute. Then try again.
If that doesn't help, you can only perform a reset using Safe Mode 7 (this will erase the entire hard drive, including your saved files - so it's good if you have a backup).
