Gta5 Lowrider tires and modded colors?

How do you make lowrider tires and "modded" colors on cars etc. In GTA 5? As far as I know, there are no working Mod Menps for PS4.

What exactly do you mean by modded colors?

I know of a bug unless it has already been fixed

These metal colors (I don't mean metallic, but brushed gold) and also the matt color can't actually be combined with a pearl effect.

For example, you can put the matt black color on a car (it works fine), then you go to the metallic colors and switch through a few colors without choosing them. Now you go to the license plate and change, for example, the color of the license plate. Now you can put a pearl effect on your matt lacquer.
