Why are not the most popular mods (like Move it for example) not synonymous for the PS4 version of Cities Skylines. I can't tell anyone that something can't work. If the PS4 can endure a game like GTA 5 then few mods for a graphically much less demanding game. Or?

I see no reason why Sony would prohibit that. That would even help those. They would show that they care about the community and not just a hungry money monster. Since when is it so or why do they do that?
Decision of Sony. If you do not want that, then switch to Microsoft or directly to the PC.
