My question is if I get gtaV premium online edition for currently 14.99 euro whether it is the same as the normal gtaV that you normally get for 59.99 euro or if something is missing there. The starter pack also says, complete game '' includes.
Is it just the online version or the full story and online?

There's no separate single player / online version. When it says that the entire game is included, everything is really included. However, if it says that it's just an add-on, you need the game in advance.
I'm not at home right now, which is why I can't look it up, but it is quite possible that this is the complete version for 15 euro.
