Can you play GTA Online for PS4 for free with the Premium Edition?

So I have a question about whether you can play GTA Online for free on the PS4 with the Premium Edition (i.e. Without Playstation plus), because the product page says: "contains the complete single-player campaign of Grand Theft Auto V, the constantly expanding world of Grand Theft Auto Online and all previous gameplay upgrades… ".

So the question is do you also need PS Plus to play GTA V Online with the Premium edition?
