All we can write here are "wild guesswork" (but no knowledge) or what the company in question published about it and what you could also read on their website.
Nothing is known about it, also strongly assume that it will not come on the PS4.
Maybe it will come on the PS5 because they are currently working on a Planet Coaster on the PS4 for 2020, there would be no more space for another port and then the PS5 will come
According to Frontier, the developer of the game, the game was developed exclusively for PC. So no.
