I want to switch from Sims 4 on ps4 to PC

The base game and the extensions are saved on your account because you redeem the extensions that you buy in the shop via Origin. You can download them again at any time. So you don't have to worry about that.

No, because the games are tied to your Origin account. You can simply re-download them on a new PC. The only thing that is unfortunately lost are the scores. But then you start all over again.

The saves are saved on your PC hard drive, somewhere in the Origin / Sims folder. I don't see where exactly now. You can drag the saves onto the USB stick and then continue playing later, however - logically - the saves must be copied back into the folder where they were originally copied out
