I've been streaming once a week on Twitch for about 5-6 weeks, every day during the holidays. I never come across a viewer even though more than 3 people are active in the chat. I don't understand at all.
This is a bug on Twitch. Annoyingly, the stats don't count.
Can I fix it somehow? This is quite annoying because I only need 3 viewers to become an affiliate. These active viewers are not counted by Twitch, so I only get an average of 1.5 viewers.
This is a mistake.
But streaming once a week isn't exactly productive when you're trying to achieve something.
My parents only allow me to gamble for 1.5 hours on the weekend (which is not much) and during the week it is pointless because I can only use the PC for 45 minutes.
That's really sad. Try to promote your stream more on social media.

You can't expect people to watch out of nowhere. You have to offer your viewers something and advertise accordingly.
I have too, there are actually enough people there, they are just not counted by Twitch.

This is a problem for a lot of people and no one knows exactly what it is.
It can be because:
The viewers have the tab of the stream open in the background and are not really watching.
The viewers are too short in the stream and are not counted because Twitch takes a while to update the number.
They are bots.
It can of course also be a display error in the streamer.
