You can just go to the police, it would be good if you had proof, e.g. Screenshot. They then write to Twitch for the IP address and further tracking.
So I would say yes, I'm on Twitch myself and if it doesn't show the mods in the respective stream then you should do it yourself or just block them. And from the spelling I have to say that I already know older Twitch users who have spelling like an elementary school student.

In the case of an advertisement, the other person is given your name and address. You also have to count on acts of revenge. I would just block the person if that's possible. Not much comes out of insults anyway. Isn't worth the effort.
I think as often as you get insulted on the internet, it doesn't do anything to report them. Something like that can't be prevented and it will always happen. It's best to just block and ignore.
