I would like to live stream on Twitch and play games with Ps4 games there but now no gamer laptop and not the money for another laptop, my Windows 8 laptop maybe synonymous could create the livestream I can properly or not?

The prices of laptops are significantly more expensive than a SB PC & a laptop is certainly not made for streaming. Quality has its price, but then there are new problems such as heat dissipation

On a high-end equipped computer, I can still install Windows 8, if I want.

Alone a Ryzen 7 2700 costs 183 euro, if you want something long term you go on R7 3700X which costs just 340 euro. Let's start with the 2700 (without X)

Case, PSU and very Important… Capture Card which costs about 180 euro. And that's just the Ryzen 7 2700 configuration.
Would you go to the 3700X configuration that makes more sense (next future) it would vll. Even make sense to take an X470 board because not all X370 boards with 3000 Ryzen cope or need BIOS updates… Then often fails the technical Knowledge. A B-Board I would rather recommend for the game.
If you would like to stream with a laptop, you need the Elgato Game Capture HD 60 S (174 euro). But just not know if the already has the new H.264 codec, so yes ne new & better version of it, for example. In OBS can select.

My Bsp Confi top is even only the least that is in such a PC in it. Look at other streaming PCs… From Intel I do not even start because this would blow up your 500 euro theory. Highest in the GPU you can still go to ne GTX 970/980 if you go over x264 codec, which makes sense.
