The PC will most likely not be bought anyway. So why save? A 10980XE should bring that little bit of extra performance.
If you are willing to pay more, then definitely. A Threadripper 3960X costs around 700 euro more than the 3950X.
The Threadripper 3960X destroys the i9 10980XE in all areas. It has 24 cores and can stream even better than its little brother 3950X. Intel has nothing more to report in this league. The Threadripper 3970X is a little bit better.

Then I see no reason why there shouldn't be a x299 board with 10980XE and 128GB Ram. That should be the fastest thing you can get when it comes to gaming. If money doesn't matter, there's of course the Xeon-W.
