I wanted to start streaming on Twitch using a face cam. I'm not a good PC player and I don't have a powerful PC to stream or play with. So I want to stream on Playstation 4 and I also know how it works. My question here is whether I can stream a game on the Ps4 and stream my Facecam on the PC in the same stream.

No, you have to get the PS4 screen on the PC and then set everything on the PC in OBS (or another program) with the Facecam and the screen transfer.
