I have a 40k upload and these specs:

I have already set something in Obs only when I run in some games or something is generally moving quickly, my picture becomes pixelated and the stream delay goes up slightly and becomes low again later and it is no longer as clear as it should be I have to say yes that I stream on Twitch and I stream with a 7500br, which is more than enough for 1080p60fps (my knowing)

Just take a look at what is busy on your PC and then regulate down accordingly and the bit rate does not bring you anything because Twitch no longer allows you to use 6000bit anyway, otherwise just watch a YouTube video that actually shows you how you can best set something.

That's where it starts. Since you are not a partner, I strongly assume that more than 6000 will not bring you anything. Strictly speaking, that's not enough for a good 1080p stream. Apart from that, 900p is also a very good option between quality and compression = less processing power required.

Your upload & CPU is completely ok
I don't think much of AMD cards when streaming, but are not even suitable for it, so my last stand. Should you prefer to switch to the X264 codec, it offers more quality and your CPU should handle it without any problems. Even more demanding games have the same CPU.

I would recommend the following to you first if you really want to work with the AMD encoder. Output resolution> 1600x900 with 60 FPS and Lanczos filter. Presetting VeryFast with a birate of at least 4500 - 6000.

Under Output you have to manually set 1600x900 for Output (scaled): This is also possible with SLOBS as well as with OBS
