Automatically write to the chat?

I would like to automatically write a message in a Twitch Chat every 15 minutes with a script, does anyone know how I implemented this?

Create a Chrome plugin. Then check out the id of TwitchChatElemens. You talk about it in Javascript then. Then use the time of the computer and always write something in. (That's just roughly worded, you have to javascript for it)

I know that's asking a lot, but could you write such a script for me, if it's not too complex? Would be really grateful…
