When I surf the Internet (YT, Twitch) my PC makes loud noises.
Of course also in gaming, but that he goes around surfing the Internet puzzles me. Can this be due to the power supply?

Where do the noises come from and can you describe them more precisely? Coil whine?
If you mean the fans, you can adjust the fan curve with a program or / or in the BIOS so that they are not so loud.
In the BIOS the fan curve is set to "noiseless", the humming starts, then it disappears again but keeps coming back for a limited time frame.
Is something in the fans?
I've heard a video of coil whine. That's not it, think it's coming from the fan but not 100% sure
Are the noises coming from the PC or from the speakers?
Can also be a bearing damage on the fan.
Graphics card cooling, CPU cooling or case fan? Should be identifiable.

Could that be a sign of a too weak power supply or the power supply in general?
The power supply has the right strength. I doubt it. You could put your ear to the power adapter and hear whether it comes off or not.
