I think the decision is great. You shouldn't be limited by your platform. Sony is slowly but surely becoming more sensible.

Why shouldn't you offer these games on multiple platforms if you can really cash them off again? ^^
I mean e.g. Hellblade or even Minecraft. These titles are also available on the PS4. And cashing in several times is always awesome
Example: Minecraft, there the game developer is not Microsoft but Mojang and the publisher of this game are both Microsoft and Sony, simply because Mojang has decided the rights for it.
I don't think so, with the releases from Horizon they are trying to get the PC people to buy a PS5. So that they can just play Horizon 2. Why are the exclusive titles not always inside PS now?

Mojang was only bought by Microsoft, so if Sony is allowed to publish Minecraft, then its biggest competitor Microsoft is making cash with it. It only makes sense.
Clever "PC people" will not make you do this, because they know exactly that the game selection is greatest on the PC. PS Now is a different matter.
