GTAO race times: Am I on a PC basically slower than on XBox or Playstation?

From Youtube is namely reported by fabulous times that are hardly accessible on a PC. Maybe also has to do with these differences (above PC, below other platform):

The pc has almost always the nose in front of the lame consoles.

A console will NEVER achieve what a good PC can do.

That's why you're ALWAYS on the right page with PC.

But maybe against a console with such a poor image quality as shown?
