My question is can buy with a voucher from xbox gold without completing a subscription.

You can buy cards (from Saturn, Aldi, Real or similar) that contain a code and then enter it manually in your profile. When the purchased period expires, it has expired. Then you are not in a fixed subscription.

But not to be confused with the prepaid cards. XBOX LIVE Gold prepaid cards are available to buy separately. Optionally with one, three, six months or a year.
