Short question, why does ARK need about 60GB on Steam, but 140GB in the XBOX Store for PC. Is there a reason for that or does it mean that an 80GB update has to be installed on the Steam version?
ARK on PC doesn't need 60 gig. That's a lot more. This may be the download size, but not the space you need.
I think I have 2 of the official expansions and no mods and over 200 gig of storage space.

No idea is that so? Can actually only be if they are packed on the PC, e.g. Downloaded zipped down because the PC has more power for something like unzipping files.
If you download this unpacked to Xbox (without extensions), the size is approx. Then the download takes longer, but with the receiving device (xbox) you need less space for the installation and then no more CPU power to unpack.
Whether it is done that way would be the only explanation.

I think I have the solution to the problem.
Since you have the Xbox Game Pass for Pc and you want to download the game via the Xbox app, the logical conclusion is that the version in the Xbox Store is the ARK: Survival Evolved Explorer's Edition. This includes the game itself and three expansion packages that could explain the additional storage of 80GB required.
That sounds logical, but it is the standard game without the extensions ^^ '. Both versions can be selected in the gamepass

I knew about packing on the PC but I'm surprised that this is apparently not done with the Xbox. Hence the assumption that it could be so.
The Xbox has non-exchangeable hardware built in, and the installation is tailored to this…
So no Hi Res textures that can be loaded with a suitably equipped PC - the hardware is fixed, so there are far fewer textures, just those that fit the XBox hardware…
on the PC you can play everything from ultra bad graphics to high end Epic in 4k - of course you need a lot more different textures, all of which have to be available…
