I would say no
Either PC or Xbox, because you get the XBOX one relatively cheap.
For a small budget, if you can't otherwise afford an expensive gaming device, a PS4 or XBox for under 200 euro is still ok. A new console would of course be more sustainable, but it would also be at least twice as expensive.
If you want to buy a cheaper XBOX you should buy the ONE S, because the ONE doesn't run as well anymore.

Why not a ps4?
The ps4 will come out in December. Sony has announced that due to corona, only 6,000,000 units will be produced by March 2021 and I don't think it's much better at xbox. So if you want to have a ps4 you will probably have to wait until the end of 2021 until the middle or end of 2022
