I've never really used the full resolution of my television because I don't have a 4k device / cable yet, but that will change with the Ps5.
In my opinion, it is no longer possible to rely on resolution instead of Fps, because with fast movements in the game you will not benefit from the better image quality anyway.

Digital Foundry just compared the current gen consoles in Watch Dogs Legion.

1. Ps4 Pro (4.2 Teraflops) 2880x1620p30

I have both consoles, a One X and a PS4 pro.
Believe me, on a good 55 inch UHD you will be happy if the resolution is used.
It doesn't matter whether it's 30 frames or 26. A brief drop of 4 frames is not noticeable without measuring.
So in such an example, the image quality is more important to me than a high frame rate. I also play Horizon 4 with the settings for better graphics with a fixed 30 FPS instead of 60 FPS with less opulent graphics.
Anyone who plays on a TV, by the way, and that is probably most consoleros, usually has a 60 or 100 Hz TV anyway. The maximum possible number of frames is therefore already specified.
I don't really understand your last paragraph. How should I be surprised? The new consoles will have 60 FPS at 4k as standard and higher frame rates are not possible anyway due to the TVs.

Neither the Pro nor the One X have games that run at 120 FPS. At least I don't know of any.
I don't really want to recommend anything as this is a question of personal preferences. However, hardly any game on the new consoles will offer 120 FPS and if it does, see Dirt, then graphically restricted.
I personally have a Qled 55 inches. In combination with a surround system, playing from the sofa is pure home cinema.
If you can do without it, 1080 is enough for 24 inches, although I would rather go to 1440p.
